The invention discloses a two-way adjusting device for ballastless track high-speed railway bed deformation, a using method and a construction method. The device comprises floral tubes distributed atintervals in a longitudinal direction of a line, the floral tubes are obliquely arranged downwards from the two sides of a foundation bed to the center line, the lower ends of the floral tubes are located at the bottom of the foundation bed, grouting openings of the floral tubes are detachably connected with sealing covers, and displacement sensors are further arranged in the foundation bed. By the adoption of the device, pressure grouting can be conducted through the pre-buried floral tubes to improve settling deformation; the embedded floral tubes can be pulled out of the foundation bed to form pressure relief holes, thereby reducing upwarp deformation, effectively saving later roadbed settlement or arching renovation and maintenance cost, reducing operation risks caused by roadbed deformation, and thus effectively guaranteeing smoothness, stability and safety of line operation; and deformation adjustment is carried out in the operation period, the construction becomes convenient andthe interference to high-speed rail operation is low. The two-way adjusting device is widely applied to various roadbeds, and has great popularization significance.
