The invention discloses a cold regeneration process of high-performance foamed asphalt directly used as an asphalt surface layer. The cold regeneration process comprises the following steps: (1) analyzing materials used by an asphalt pavement regeneration mixture; (2) testing foaming performance; (3) cement, lime and mineral powder are used as regeneration binding materials or active additives; (4) preparing coarse aggregate and fine aggregate; (5) recycling the asphalt pavement material; (6) road surface cleaning; (7) asphalt foaming; (8) road section experiment; (9) fully dispersing the foamed asphalt in the mixture; (10) transporting the regenerated mixture; and (11) paving the regenerated mixture. According to the method, the specific construction steps and key control points of the cold-recycled asphalt mixture are analyzed from the aspects of mixing, transportation, paving, rolling and the like by researching the foam cold-recycling construction process, so that the quality in actual engineering is ensured, and a scientific and standard theoretical basis is provided for popularization and application of the foam cold-recycling technology.
