The plate steel bar binding spacing control device comprises two split heads, a connecting ruler and a lock connecting rod, wherein the connecting ruler is length-adjustable and connected between the two split heads, the connecting ruler is provided with scale marks, and the scale marks are arranged along the length direction of the connecting ruler; and the lock connecting rod is arranged vertically, the upper end of the lock connecting rod is arranged on the connecting ruler in a position adjustable mode, and a first through groove allowing transverse reinforcing steel bars of lower-layer plate face reinforcing steel bars to be embedded and a second through groove allowing longitudinal reinforcing steel bars of the lower-layer plate face reinforcing steel bars to be embedded are formed in the lower end of the lock connecting rod, and the first through groove and the second through groove are arranged in a crossed mode. According to the device and the method, the problems that according to a traditional board steel bar control method, steel bar spacing control is not strict, and the steel bar spacing is prone to change are solved.
