The method comprises the following steps that S1, the position and elevation of the crown beam are measured on the ground, a foundation trench is excavated according to the measurement result, and the position and elevation of the crown beam are rechecked; S2, the positions of needed PHC pipe pile cores and reserved pipes are measured at the bottom of the foundation trench, corresponding prefabricated pile casings are placed with the PHC pipe pile cores as the centers, and the corresponding reserved pipes are inserted into the bottom of the foundation trench according to the measured positions of the reserved pipes; S3, a cushion layer is poured at the bottom of the foundation trench, the crown beam is constructed after the cushion layer reaches the strength, a formwork is removed after the crown beam reaches the strength, and earthwork around the foundation trench is leveled to be flush with the top face of the crown beam; S4, corresponding PHC pipe piles are constructed in the pre-buried prefabricated pile casings to reach the designed elevation; S5, reinforcement cages are placed in the pre-buried prefabricated pile casings, and then concrete is poured to be flush with the top face of the crown beam; and S6, high-pressure jet grouting pile construction is carried out through the reserved pipes.
