According to the embodiment of the invention, less than 0.1 mol% of rare earth oxide is added into the aluminum oxide, and ReAlO3 and Re3Al5O12 are generated in the sintering process, so that grain growth is inhibited, and the average grain size of the aluminum oxide is not greater than 4 microns. Then, the density is improved through hot isostatic pressing, so that the mechanical property is improved, the bending strength is not lower than 600Mpa, the heat conductivity is not lower than 25W/(mK), and thereby the requirements of current electronic products on the aluminum oxide substrate are met.
