The invention relates to a full-water-layer intelligent cleaning robot and a cleaning method. The full-water-layer intelligent cleaning robot comprises a robot body (1), a supporting unit (2) installed on the robot body (1), power units (3) installed on the supporting unit (2) and at least one cleaning assembly (4). In the vertical direction, hanging mechanisms (5) are correspondingly arranged on the upper side and the lower side of the supporting unit (2), and the cleaning assembly (4) is selectively and detachably connected with the hanging mechanisms (5) on any side of the supporting unit (2). In the horizontal direction, the power units (3) are correspondingly arranged on the left side and the right side of the supporting unit (2) and used for driving the robot body (1) to move in the vertical direction and/or the horizontal direction. The full-water-layer intelligent cleaning robot can perform operation in working environments of water layers such as water surface, water and water bottom, and can quickly and efficiently perform water body cleaning work.
