    The invention relates to a dispersing agent for oil well cement. The dispersing agent comprises a water-soluble polymer and optional water, and structural units in the water-soluble polymer comprise a structural unit H derived from unsaturated polyether and/or unsaturated polyester and a structural unit I derived from unsaturated boric acid or salt thereof. The dispersing agent can effectively prevent cement particles from agglomerating and improve the flowing property of cement paste, has little influence on thickening time, and is suitable for well cementing cement paste at the temperature of 60-120 DEG C.
