The invention discloses a ceramic cutter material based on core-shell type nano composite powder modification, which is prepared from the following components in percentage by volume: 0.1 to 4.5 vol% of core-shell type nano composite powder, 0.1 to 2.0 vol% of magnesium oxide, 0.1 to 1.5 vol% of yttrium oxide, 0 to 1.5 vol% of molybdenum, 0 to 1.5 vol% of nickel and the balance of ceramic matrix, the sum of the volume percentages of the components is 100%. The core-shell type nano composite powder is prepared by modifying graphene with a cationic dispersant and then coating the surface of nano ceramic powder modified with an anionic surfactant with the modified graphene; the cationic dispersant is prepared by the following steps: reacting perylene-3, 4, 9, 10-tetracarboxylic dianhydride with vinylamine, and then carrying out protonation treatment. The invention also discloses a preparation method of the ceramic cutter material. The ceramic cutter material prepared by the invention is excellent in performance.
