The invention discloses a waterstop construction device and a waterstop construction method.The waterstop construction device comprises a steel plate connecting device, a waterstop steel plate and a first supporting piece, and the waterstop steel plate is inserted into the steel plate socket end of the steel plate connecting device; one end of the first supporting piece is fixedly connected with the outer end connecting piece, and the other end of the first supporting piece is connected with an external steel bar. The construction method of the water stop belt comprises the following steps that the steel plate socket end of the steel plate connecting device is inserted into one end of the water stop steel plate; firmly binding the first supporting piece with an external steel bar; the steel plate connecting device and the water-stop steel plate are sequentially and circularly mounted until the water-stop steel plate mounting work is finished; and pouring concrete. The problems that labor and materials are wasted and the environment is polluted due to the fact that welding connection is used in existing water stop steel plate installation construction are solved. The waterstop construction device can be rapidly installed, pollution to the environment is avoided, a large number of welding materials and labor cost are saved, and the personnel safety problem in the electric welding construction process is avoided.
