The invention discloses an embedded culvert desilting system and method, and the system comprises a desilting robot which is provided with a first mechanical arm and a second mechanical arm; the first adjusting bracket and the second adjusting bracket are respectively connected below the first mechanical arm and the second mechanical arm; the desilting ball comprises a first desilting hemisphere and a second desilting hemisphere, the first desilting hemisphere and the second desilting hemisphere are both in a hemisphere shape, a plurality of first desilting hemispheres are arranged on the second adjusting branch, a plurality of second desilting hemispheres are arranged on the fourth adjusting branch, and the second desilting hemispheres and the first desilting hemispheres are arranged in a one-to-one correspondence mode. Each first desilting hemisphere and each second desilting hemisphere which are adjacent to each other are mutually screwed to form a desilting sphere; and the operation control system is arranged outside the buried culvert. The safety of desilting operation is greatly improved, manual operation in the buried culvert is not needed, and the device is exquisite, high in flexibility, high in desilting effect and suitable for being used and popularized in cities.
