The preparation device comprises a reactor, the reactor comprises a heating reaction cavity and a cooling cavity, the heating reaction cavity comprises a first heating cavity, a second heating cavity and a reaction cavity, the first heating cavity and the second heating cavity are arranged at the two ends, the reaction cavity is arranged between the first heating cavity and the second heating cavity, and the lower portion of the reaction cavity is communicated with one end of the cooling cavity; the preparation method comprises the following steps: respectively filling Cd powder and Se powder into a first heating cavity and a second heating cavity, respectively heating the Cd powder and the Se powder to 800-850 DEG C and 750-800 DEG C to generate cadmium selenide powder, and collecting the cadmium selenide powder by a cooling cavity; and carrying out heating reaction on the cadmium selenide powder to obtain the cadmium selenide target material. The preparation device is simple in structure, is matched with a preparation process of cadmium selenide powder, is short in process flow, is simple and convenient to operate, and is suitable for large-scale production and preparation of cadmium selenide and target materials thereof which are low in oxygen content and do not need post-treatment.
