The invention discloses high-calcium fly ash alkali-activated cement and a preparation method thereof, and relates to the technical field of building materials. The method comprises the following steps: beating and crushing the leather-making sludge by using a spade, and placing the crushed leather-making sludge in a sunny and ventilated outdoor environment for airing to form dried sludge, wherein the dried sludge is prepared from the leather-making sludge and 3-12% of sodium hydroxide or 3-12% of sodium silicate solid powder in percentage by weight; the tannery sludge is modified and optimized from physical and chemical levels in a mode of combining mechanical stirring and alkali-adding activator (sodium hydroxide or sodium silicate solid powder), the alkali-adding mode is divided into dry alkali-adding and wet alkali-adding, the mix proportion is designed according to the mass ratio of Na2O in the alkali activator to the sludge, and the alkali-adding activator is added to the sludge. The method has the advantages that harmless and optimal modification of the tannery sludge is guaranteed to a great extent, environmental pollution caused by pungent smell and toxic gas generated in the calcining process is avoided compared with a traditional calcining method for treating the sludge, and the sludge treatment cost is reduced.
