The mass of the steel slag aggregate accounts for 90-97% of the total mass of the cement-free all-solid waste stable material for the road. According to the invention, a large amount of steel slag aggregate and other solid wastes are consumed, the 7d unconfined compressive strength of the cement-free all-solid-waste stable material for the road is 3-7MPa, and a large amount of solid wastes are effectively used as raw materials to produce the valuable water stable material for the road for national engineering construction.
