The invention relates to the technical field of building engineering, in particular to a building upside-down hanging structure and a construction device and method for building the upside-down hanging structure. The construction device comprises a mounting base, two supporting assemblies are arranged at the top of the mounting base, and attaching assemblies are arranged at the upper ends of the two supporting assemblies; the attaching assemblies are attached to the outer sides of the giant corner columns, the climbing motors are arranged and can drive the climbing wheels to rotate, so that the L-shaped plates ascend to change supporting points of the building device, the supporting points can ascend along with ascending of the building layer, stability of building of the upside-down structure of the building is ensured, and when the upside-down structure of the building inclines, the climbing wheels can be driven by the climbing motors to rotate. Indirect judgment can be achieved through slipping of the climbing wheels, the four construction devices are correspondingly adjusted to enable the building upside-down hanging structure to return to the normal state, and meanwhile when scrap iron exists on the sides, close to the climbing wheels, of the giant corner columns, the L-shaped plates move downwards, so that the spraying pipes can spray gas to clean the scrap iron.
