The invention discloses a penetrating type lifting appliance and a lifting method for a heavy prefabricated concrete stand column. The lifting appliance comprises a steel sleeve which is pre-buried and transversely penetrates through the concrete stand column, and the steel sleeve is sleeved with a steel lifting shaft; a rope sleeve of the traction rope sleeves the part, extending out of the opening of the steel sleeve, of the expanded head of the steel hanger shaft; each expanded head is sleeved with an annular steel baffle, and the outer surface of each annular steel baffle is connected with a steel end plate through a plurality of connecting rods; the steel end plate is connected with the outer end face of the expanded head on the same side through a fastening bolt; the method is characterized in that a fastening bolt, an integral check block, a steel casing and a steel base plate at the left end of a steel hanger shaft are sequentially disassembled; then the outer hanging ring at the right end of the steel hanging shaft is tied and pulled through a first hanging belt, so that the steel hanging shaft transversely moves rightwards by a certain distance to expose the inner hanging ring of the arc-shaped plate, and a second hanging belt is tied; and the steel lifting shaft is transversely lifted to the ground in the form of a left lifting point and a right lifting point. According to the lifting appliance and the lifting method, the lifting process is firm, safe and stable.
