According to the device, cold energy is input into a frozen soil layer in the cold season, excessive cold energy can be stored, and in the high-temperature period of the warm season, when heat is transferred to the lower portion of the permafrost foundation from an upper engineering structure, the stored cold energy can be input into a movable layer of the frozen soil foundation again through the device so as to counteract the heat transferred to the lower portion of the upper portion.
