The raw materials comprise unsaturated carboxylic acid, 4-hydroxybutyl vinyl polyoxyethylene ether, a first unsaturated polyether monomer, a chain transfer agent, an oxidizing agent, a reducing agent and a solvent, wherein the molecular weight of the 4-hydroxybutyl vinyl polyoxyethylene ether is 700-1200; the molecular weight of the first unsaturated polyether monomer is 2400 to 3000. Unsaturated polyether water aqua monomer 4-hydroxybutyl vinyl polyoxyethylene ether with the low molecular weight of 700-1200 and macromolecular polyether monomer with the molecular weight of 2400-3000 are copolymerized with carboxylic acid together, so that the thickness of a solvated water film layer formed by alternation of long and short side chains of the water reducer and water molecules is relatively small, and more free water can be released, so that the viscosity of concrete is reduced. The viscosity of high-grade concrete slurry can be obviously reduced, and meanwhile, the quantity of the concrete slurry is increased, so that the workability and flow velocity of the concrete are improved, and the wrapping property and other properties are improved.
