According to the invention, an organic compound and/or an inorganic high-molecular polymer are/is used as a retarder to form a composite polymer or a condensate which is attached to the surfaces of muck particles, so that the formation of the strength of a muck solidified body is delayed, and the retarding effect is achieved. Under the condition that the strength is not influenced, the initial setting time of the original shield muck unfired building material can be prolonged to 1h-6h. The invention provides a new method for controlling the setting time of the shield muck unfired building material based on alkali excitation, and has important practical significance.
