PROBLEM TO BE SOLVED: To provide a method for manufacturing a filler by which a quantity of oxygen contained in the filler is reduced, whereby corrosion of a steel material can be effectively prevented.SOLUTION: A method for manufacturing a filler comprising: a process in which a nitrogen fine bubble-containing solution, which contains nitrogen fine bubbles, is manufactured; a process in which the nitrogen fine bubble-containing solution and a filler composition in which a filler is filled around a steel material are introduced into a mixer; and a process in which a mixture of the nitrogen fine bubble-containing solution and the filler composition, which are introduced in the mixer, are kneaded.SELECTED DRAWING: Figure 1
