Taking into consideration the increase of the scope of urbanization it is necessary to point up sustainable urban development. Urban system establishment is intended to serve people, however for the purpose of keeping stable environment, strong community and high economic standards, urban planning is compulsory in respect of sustainable development. Work objectives – to develop the concept of Varėna town territorial development in respect of sustainable urban development. Research subject-matter – Varėna town territorial development. Due to specific natural conditions (high forest coverage in relation to land area) Varėna town territorial development is limited by the provisions of the Law on Forestry (1994), which prohibit the application of forest area for residential area development. Territorial planning solutions which do not meet the valid legal acts were not avoided when planning Varėna town development. After conducting analysis of Varėna town territorial planning documentation, National Strategy for Sustainable Development, other legal acts and regulatory documents, an alternative Varėna town development concept was built up. Its ground – inner urban and priority territorial development model. In case of implementation of alternative Varėna town development concept the objectives of Varėna town territorial development before 2020, which are provided in already approved Varėna town spatial development concept, will be completely satisfied even without urban territorial expansion using forest areas. Work methodology: in order to implement the provided tasks, careful literary analysis was conducted. The conducted analysis of the National Strategy for Sustainable Development, territorial and urban planning documentation and legal acts is based on statutory and regulatory method.
