PRINCIPLES OF SMART CITY DEVELOPMENT ; IŠMANIOJO MIESTO PLĖTROS PRINCIPAI
The article emphasizes the assessment of selected European smart cities (Vienna, Helsinki, Amsterdam, Barcelona, Vilnius, and Klaipėda) according to the implementation of smart city development principles. Smart cities selected for analysis are evaluated according to six principles of smart city development, i.e. smart economy, smart government, smart environment, smart people, smart mobility, and smart life. After conducting a comparative analysis of good practices, it was found that Barcelona best implements all principles in developing the concept of a smart city. The second place in terms of the implementation of smart city development principles are occupied by Vienna and Helsinki, and third place by Amsterdam. As the results of the comparative analysis showed, Lithuanian cities (Vilnius and Klaipėda) are significantly behind the smart city leaders. Vilnius has the most gaps in implementing the principles of the smart economy, smart government, and smart environment, and Klaipėda, in addition to the aforementioned gaps in the implementation of the development of the smart city of Vilnius, also faces the problems of developing smart mobility and smart life. In order for Vilnius and Klaipėda to get closer to the TOP smart city development level, it is necessary to implement all smart city development solutions provided in strategic documents and development plans related to the development of smart economy, e-government, and the smart environment through international initiatives and projects, promoting cooperation with the leaders of smart countries.
