The invention provides a composite foamed cement plate which is prepared from main raw materials such as cement, coal ash, mineral powder, hydrogen peroxide, a foaming stabilizing agent, an initiator, a water reducing agent and polypropylene fiber, wherein the mineral powder comprises the following components by mass: 31.20% of SiO2, 13.80% of Al2O3, 15.32% of Fe2O3, 6.60% of CaO2, 8.13% of MgO and 0.28% of SO3. According to the composite foamed cement plate provided by the invention, wastes are utilized, the energy consumption is lowered, and the hydration heat of the composite foamed cement plate is reduced and the anti-permeability of the composite foamed cement plate is improved to a certain extent.
