The invention discloses a drilling platform in a shallow water area and a construction method thereof. The drilling platform in the shallow water area comprises a fill platform located in the shallow water area, a plurality of bearing piles and a steel plate, wherein the fill platform is filled on a riverbed and is exposed out of water upwards; the bearing piles are vertically arranged in the fill platform and distributed on two sides of a bridge pile foundation; the bottom ends of the bearing piles are fixed in the riverbed; the top ends of the bearing piles stretch to the top surface of the fill platform; the steel plate is paved on the top surface of the fill platform and is located on the top ends of the bearing piles to form a bearing platform for supporting a drilling construction machine and meeting the requirement of bearing force when the drilling construction machine is operated. According to the drilling platform in the shallow water area and the construction method thereof, the construction process is simple, the construction cost is saved, the working efficiency is improved, the construction safety risk is greatly reduced, and the construction cost is further saved since subsequent tie beam and pier construction can be directly carried out with foundation pit excavation construction instead of construction by adopting steel cofferdams. The steel pipe piles and the steel plate can be used in a circulation way for construction, so that the material utilization rate is improved.
