The method comprises the steps that construction joints on the two sides of the basement bottom plate post-cast strip are cleared up and washed out, and no impurities such as mud blocks and garbage exist; professional waterproof construction persons are arranged to block found water seepage points; according to the floor thickness, a PVC tube with the matched diameter is selected for serving as a drainage tube; a PVC semicircular tube is laid along the post-cast strip and the concrete joints on the two sides in an opening-downward manner, the end of the drainage tube is led to a drainage ditch or a water collection well, the other side of the drainage tube is blocked by waterproof concrete, and the two sides of the drainage tube are firmly fixed through waterproof mortar or fine aggregate concrete, and are prevented from deviating or being damaged; and a basement floor is cast. According to the method, the phenomena that seepage points are found secondarily, and the specific seepage portion is hard to find are overcome; and processing is convenient, the time is saved, the cost is low, and adverse effects are avoided.
