The invention provides an underwater hydraulic pile cutting machine for dismantling engineering. A bottom limiting tool rest (1) is a long frame, wherein the middle of the long frame is hollow; bottom shearing jacks (5) are mounted on the inner side of the bottom limiting tool rest (1) from the tail to the front portion. The front ends of the bottom shearing jacks (5) are connected with a cutting head (2). A vertical middle frame (3) is mounted on the upper side of the middle of the bottom limiting tool rest (1). A vertical tail frame (4) is mounted on the upper side of the tail of the bottom limiting tool rest (1). A top frame (14) is horizontally mounted at the upper end of the vertical middle frame (3) and the upper end of the vertical tail frame (4). A pushing jack (7) is mounted on the top frame (14). An upper pushing frame (6) is in an n shape. The bottom of the upper pushing frame (6) is hinged to the lower end of the front side of the vertical middle frame (3). The rear side of the upper side of the upper pushing frame (6) is connected with the front end of the pushing jack (7). The underwater hydraulic pile cutting machine conducts cutting through static pressure without pollution to a water area, is operated on the bank and is good in dismantling quality, high in construction progress and capable of meeting the requirements for large-scale pile cutting. The top plane of a pile with the pile head cut is smooth, and the removed pile head is good in appearance quality.
