The invention discloses a backfill material utilizing nanometer Monte soil for modifying high-calcium coal ash and a method and application thereof. The backfill material is mainly composed of a cementing material, sand and pebbles. The cementing material is composed of, by weight, 60-70% of the high-calcium coal ash, 1-8% of the Monte soil, 1-5% of sodium sulfate, 0.1-0.8% of triethanolamine, 2-8% of AEO, 2-8% of AOS and 20-33% of cement 425. The weight of the sand is 1-5 times that of the cementing material. The weight of the pebbles is 2-10 times that of the cementing material. The Monte soil is utilized for the high-calcium coal ash, the foaming technology is used for manufacturing the backfill material, a large amount of the high-calcium coal ash can be consumed, and the backfill material plays great roles in improving the ecological environment, protecting lands and reasonably utilizing the lands. The backfill material is suitable for projects such as backfilling and repairing of mine gobs, governance of land subsidence, backfilling of foundation pits, backfilling of roadbeds, and backfilling of backs of bridges and culverts needing to be backfilled.
