The invention discloses a high-viscosity-reduction type polycarboxylic acid slump retaining agent and a preparation method thereof. The polycarboxylic acid slump retaining agent is composed of the following components: 314-340 parts of a polyether macromonomer, 43-64 parts of alkyl acrylate, 4.5-6.0 parts of sodium hypophosphite, 3.0-5.0 parts of an adhesion promoter, 4.0-7.5 parts of potassium persulfate, 0.6-1.0 part of a reducing agent and the balance being water, wherein the total mass is 1000 parts, and the solid content is about 40%. According to the high-viscosity-reduction type polycarboxylic acid slump retaining agent, free water between a molecular chain and cement particles is discharged by utilizing the hydrophobic characteristic of an ester group structure of a short side chain, the content of the free water in a system is increased, and the viscosity of the system is reduced; the adhesion promoter is used as an anchoring group, the adsorption capacity of strong polar groups such as a phosphate group and a silane structure is higher, and the retention time of the fluidity of concrete is longer.
