The invention discloses a non-avoiding rotating type three-dimensional parking device which comprises a parking space rotating module, a parking space lifting module, a control module and a garage supporting module. The parking space rotating module is used for achieving parking space overall rotating, and rotating a parking space where a vehicle needs to be parked and taken to a user target position; the parking space lifting module is used for achieving lifting of a vehicle carrying plate so that a user can park and take the vehicle conveniently; and the control module is used for controlling the parking space rotating module and the parking space lifting module according to a control strategy based on user operation and parking space occupation information, and meanwhile, a safety pre-warning and protection function is further achieved. The garbage supporting module is used for combining all the modules together, and installing and debugging are facilitated. By means of the rotatingtype non-avoiding three-dimensional parking space, the upper-layer space of a road can be sufficiently used for parking, people and vehicle running are not affected, the problem that parking is difficult at present is expected to be solved, and the rotating type non-avoiding three-dimensional parking device is particularly suitable for parking space increasing of old communities.
