The mechanism comprise a ring beam, a slip form beam, an outer form component and an inner form component; the outer form assembly comprises a first hanger beam and an outer form plate; the inner form assembly comprises a second hanger beam and an inner form plate; the first hanger beam and the second hanger beam are both suspended below the slide form beam; a well wall forming area is formed between the outer template and the inner template; and the bottomside of the well wall forming area is provided with a well wall blade foot. The construction method comprises the following steps of manufacturing a steel pipe pile, pouring a ring beam and installing an open caisson blade foot; installing a slip form beam and an inner form component and an outer form component; paving reinforcing ribs, foam boards and glass fiber cloth; forming open caisson wellwall and excavating soil stone in well.
