The invention discloses a locking and sealing device that comprises a radio frequency antenna, a radio frequency IC chip, a conductive locking elastic moving part, a lock body and a lock seal; two ends of the radio frequency antenna are electrically connected with a first connecting circuit and a second connecting circuit respectively; the at least one conductive locking elastic moving part is electrically connected with the first connecting circuit; the conductive locking elastic moving part has an elastic function, and can bounce under the action of oblique acting force and rebound to the original site when withdrawn; the lock seal is internally provided with a lock seal first circuit, one end of the lock seal first circuit is directly and electrically connected with the second connecting circuit, the lock seal is used for being connected with the lock body in a matched mode to form a locked state of the locking and sealing device, and the radio frequency IC chip is arranged in a complete radio frequency circuit formed by the lock seal first circuit and the radio frequency antenna. According to the technical scheme, the radio frequency antenna is communicated with a circuit in the lock seal through the conductive locking elastic moving part, so that the radio frequency IC chip is read by external read-write equipment matched with the radio frequency IC chip, and whether the locking and sealing device is in a lock seal state or not is detected.
