The invention discloses a composite water-permeable brick plate with a prefabricated surface layer, and a preparation method thereof, and belongs to the technical field of composite water permeable brick plates. The composite water-permeable brick plate comprises a prefabricated surface layer and a water-permeable base layer which are bonded up and down. The prefabricated surface layer is a pre-customized soft stone or argil pavement laying plate; the water-permeable base layer is of a water-permeable or semi-water-permeable concrete module structure formed by compounding mud and a prefabricated surface layer; the periphery of the top surface of the water-permeable base layer protrudes upwards to form a coating edge; the coating edge is bonded with one part of the peripheral side wall of the prefabricated surface layer; one end of the water-permeable base layer sinks inwards to form a drainage groove; a water storage tank is formed in the middle of an inner cavity of the water-permeable base layer in the length direction; and a water seepage groove is formed in the bottom of an inner cavity of the water-permeable base layer in the length direction. According to the composite water-permeable brick plate with the prefabricated surface layer, and the preparation method thereof, external force scratching friction can be borne, the attractiveness of the water-permeable brick can bebetter improved, and the phenomenon that the water-permeable brick is broken or the other side of the water-permeable brick tilts up can be better prevented.
