The invention discloses a turbulent flow type snow melting and blocking wall device. The device comprises at least two electric heating plates, a top plate and a bottom plate, wherein the top plate and the bottom plate are arranged along a vertical direction and fixedly connected through two vertically-arranged supporting columns; and a plurality of solar panels are installed on the top plate sideby side in the length direction of the top plate and connected in series to form a power source; the power source is connected with the electric heating plates; one side of the top plate is connectedwith the upper end of an obliquely-arranged snow blocking net; a plurality of turbulators are vertically installed between the top plate and the bottom plate side by side; gaps are formed between every two adjacent turbulators; the at least two electric heating plates are arranged between the snow blocking net and the bottom plate. The snow blocking wall device can change the structure of wind and snow flow, play a role in blocking snow, enable the wind speed of the wind and snow flow to be decreased rapidly, weaken the energy of snow particles driven by the wind flow, enable a large number of snow particles to deposit near the snow blocking wall device and form accumulated snow. Meanwhile, through snow melting, the snow blocking effect of the snow blocking wall is enhanced.
