According to the invention, high-quality raw materials are preferably selected, and indexes such as cement fineness, setting time and standard consistency are controlled, so that the cement meets the requirement of setting time of concrete for 10-15 hours under the action of an additive, and is suitable for construction of underwater pile foundation concrete without flowing water and with the length of 0-70m.
