The invention is applicable to the technical field of building cooling and particularly relates to a temperature adjustment plate and system for a building and a temperature adjustment method. The temperature adjustment plate comprises a panel, a support portion and a moisture preservation layer, wherein the support portion is arranged on the bottom wall of the panel, and a cavity for allowing water and/or air to circulate therein is formed in a floor by the support portion and the bottom wall of the panel; and the moisture preservation layer is arranged on the bottom wall of the panel in a covering manner and faces the cavity. In summer, after the moisture preservation layer absorbs water in an impounding reservoir, a wet curtain is formed; the outdoor air flows through a flow channel tobe evaporated; and the floor and the temperature adjustment plate are cooled, and the purpose that the room temperature of the building is adjusted is achieved. In winter, a water feeder, a fan, an air door and the like are switched off, an air heat preservation layer is formed, and the effect that loss of indoor heat is decelerated is achieved. The temperature adjustment plate has the beneficialeffects that the structure is simple; the cost is low; energy conservation and environmental protection are achieved; and heat preservation can be achieved in winter, and heat extraction can be achieved in summer.
