To efficiently adjust the temperature of a different room by using a living room.SOLUTION: A controller 100 installed in a building having a first room having a daylighting surface, and a second room communicated with the first room through a vent pipe includes a room presence information acquisition unit 102, an irradiation amount acquisition unit 103, a light shielding level determination unit 105 and an instruction unit 106. The room presence information acquisition unit 102 acquires room presence information of the first room. The irradiation amount acquisition unit 103 acquires the irradiation amount of external light irradiated to the daylighting surface of the first room. The light shielding level determination unit 105 determines a light shielding level of a light shielding unit for adjusting the amount of external light irradiated into the first room from the daylighting surface on the basis of the room presence information and the irradiation amount.
