The vehicle storing function and the vehicle taking function of each parking exchange position can be dynamically allocated according to the actual vehicle storing and taking conditions, and resource waste and invalid queuing of users are avoided; the roadways beside the parking robot channel are temporarily used as the parking exchange positions, the parking method of the tandem parking hall of the open structure is adopted for management, at least 50% of the parking exchange positions are increased in a short time, and the parking efficiency is improved.
