The invention discloses an opening and closing deceleration strip for detecting the average speed of a coming vehicle. A ground is included, and the end face of the top of the ground is provided withbilaterally symmetrical pressed block sliding grooves with upward openings and a deceleration strip sliding groove with an upward opening in the right side of a pressed block sliding groove located inthe right side. A small deceleration strip located between the two pressed block sliding grooves is fixedly arranged on the end face of the top of the ground, a first airtight piston cavity with an upward opening is formed in the inner bottom wall of each deceleration strip sliding groove, and a fluid cavity is formed in the inner wall of the left side of each forward-rotating first airtight piston cavity. The deceleration strip is simple in structure and convenient to operate, the position of the deceleration strip is guaranteed to be clear and visible through the cooperation of a water curtain and LED lamps, meanwhile, whether the deceleration strip is lifted or not is judged through the average speed per hour of a passing vehicle, and therefore, the deceleration strip is prevented frommaking contact with a low-speed vehicle and being abraded.
