The horizontal structure dismantling and clearing device comprises a walking mechanism, a hydraulic lifting unit, a dust removal device, a self-balancing system and an information processing platform, wherein the dust removal device comprises a cylindrical body, a clamping mechanism and a cutting machine; the cylindrical body comprises a dust removal cover and a supporting platform which are connected into a whole; a horizontal structure to be dismantled is supported on the supporting platform and wrapped by the dust removal cover; the clamping mechanism clamps the horizontal structure;the cutting machine cuts the horizontal structure; the hydraulic lifting unit comprises two hydraulic lifters which are vertically arranged along the axis of a base in a spaced mode; the self-balancing system comprises an angle sensor arranged on the supporting platform and a pressure adjusting device connected with the two hydraulic lifters; and the information processing platform is in signal connection with the walking mechanism to be dismantled, the self-balancing system and the dust removal device.
