The invention relates to a stepped open caisson foundation and a construction method thereof. The stepped open caisson foundation comprises an upper open caisson, a lower open caisson and a buffer part, wherein the lower open caisson is used for being buried below a riverbed and located below the upper open caisson, and the lower open caisson extends out for a preset length in the horizontal direction relative to the upper open caisson; and the buffer part is used for weakening the lower submersible flow and is positioned at the joint of the upper open caisson and the lower open caisson. According to the stepped open caisson foundation and the construction method thereof, the protection effect can also be achieved without independently building protection measures around a pier, later tedious and complex work and high repair and maintenance cost are avoided, and higher economic benefits are achieved.
