The invention discloses a basalt fiber dispersing device and a fiber asphalt mortar preparation method; the fiber dispersing device comprises a driving part, a stirring device, a container and a bracket; the driving part and the stirring device are connected to the bracket and are adjustable; the container is fixed on a groove of the bracket through a bulge, and aggregate is preset in the container; and ultrasonic treatment is carried out on dispersed and bulked basalt fibers, fine fibers and micro-particles are removed, then drying is carried out, finally the treated fibers are added into asphalt in batches, and then mineral powder is added for mixing. Bundled fibers are bulked, the problem that basalt fibers are dispersed in asphalt mortar is well solved, operation is flexible and convenient, and dispersity is good.
