The present invention relates to the technical field of building additives, particularly to a concrete slump retaining agent and a preparation method thereof. The slump retaining agent comprises: a photopolymerizable monomer and a photoinitiator; the photopolymerizable monomer at least comprises one of a polyether monomer, an alkene monomer and an ester monomer; and the photoinitiator is benzoin. By adopting the concrete slump retaining agent and the preparation method thereof provided by the invention, the reaction can be carried out at normal temperature or low temperature, the monomer prepolymerization is directly initiated through light irradiation, the polymerization rate is greatly improved, the synthesis conversion rate is improved, meanwhile, sulfonic acid groups can stably adsorb the surfaces of cement particles, and the hydration reaction can be effectively delayed; and the dispersing and slump retaining effects in the concrete with medium and low strength grades are enhanced, and the concrete has an extremely wide market application prospect.
