The invention discloses a shallow-buried underground engineering overhead supporting and retaining device and an underground engineering construction method. The shallow-buried underground engineering overhead supporting and retaining device comprises top cover steel members, stand column capping beams, stand columns, two foundations and cross braces; the foundations are strip-shaped; the two foundations are arranged in parallel; the stand columns are arranged on the foundations at intervals in the longitudinal direction; the stand column capping beams are arranged at the top ends of the stand columns; the top cover steel members are arranged on the stand column capping beams; and the cross braces are arranged between every two stand columns in same cross sections. In the underground engineering construction process, a penetrated road surface can be normally open for transportation, and the traffic flow is not influenced; top covers and supporting structures are temporary steel structures, after construction is completed, the top covers, the stand columns and other components can be recovered, reutilization of materials is achieved, underground obstacles are not added, and the construction cost is low; all the components are prefabricated into standard components and are connected on site, the construction efficiency is improved, and the construction period is shortened; and supporting is performed in the process of excavation, after excavation is completed, main body construction of an underground structure is the same as main body construction of an open excavation grooving method, and the construction quality is easy to control.
