The invention discloses an electrolytic-desaturation prefabricated pipe pile composite pile foundation. The electrolytic-desaturation prefabricated pipe pile composite pile foundation comprises at least two concrete piles, wherein a plurality of inert electrode rings are arranged on each concrete pile at intervals in the length direction of the concrete pile, and the inert electrode rings are connected with an analysis power supply terminal through insulated wires. The invention discloses a using method of the electrolytic-desaturation prefabricated pipe pile composite pile foundation. The using method comprises the steps that the at least two concrete piles are inserted into a soil body; the analysis power supply terminal monitors the electrical resistivity of the soil body around the concrete piles and converts the electrical resistivity into the saturation of a foundation; and when the saturation of the foundation is higher than a preset value, the analysis power supply terminal powers on the concrete piles. The electrolytic-desaturation prefabricated pipe pile composite pile foundation can be applied to existing buildings, the saturation change condition of the foundation can be monitored continuously and quantitatively, and electrolytic-desaturation anti-liquefaction treatment can be conducted on the foundation under the buildings for a long time and multiple times.
