The invention relates to the technical field of floor heating, in particular to an electric floor heating structure and a floor heating laying method. The electric floor heating structure comprises a base layer fixedly connected to the ground, a heating layer fixedly connected to the base layer and a heat conduction layer fixedly connected to the heating layer. The heating layer comprises a mounting layer fixedly connected to the base layer and an electric heating layer fixedly connected to the mounting layer, water pipes and electric heating bars are arranged in the electric heating layer, the tops of the electric heating bars are arranged in the water pipes, and the bottoms of the electric heating bars are arranged in the mounting layer. According to the electric floor heating structure, a building room is heated in an electric heating manner, coal resources do not need to be consumed, pollution is avoided, meanwhile, a water level heating medium is adopted, due to the characteristics of water, the temperature of a heat source in the structure is not too high, the possibility of fire disasters caused by too high temperature of the structure is reduced, and the safety of the structure of the application is improved.
