A second rotating shaft is jacked up when a grinding wheel makes contact with a welding part, and the position of the second rotating shaft is fixed through the magnetic attraction force between an electromagnetic block and a magnet and the attraction force of a suction cup; and meanwhile, downward pressure generated for a worm gear when a worm drives the worm gear to rotate drives the second rotating shaft to overcome the attraction force of the suction cup and the magnetic attraction force of the electromagnetic block and the magnet 7 to move downwards, the steel rail is polished, and the grinding wheel is prevented from being damaged due to the fact that the grinding wheel jumps all the time.
