The invention discloses a profiling steel rail grinding device. The profiling steel rail grinding device comprises a grinding stone with an arc grinding surface, the motor is connected with the millstone and is used for driving the millstone to rotate; the moving mechanism is connected with the millstone and the motor and is used for driving the millstone to translate; and the deflecting mechanismis used for driving the millstone to deflect. According to the profiling steel rail grinding device, the position and angle are adjusted through the moving mechanism and the deflection mechanism, thearc-shaped grinding surface makes flexible contact with the to-be-ground surface of the steel rail, on one hand, the arc-shaped grinding surface is prevented from colliding with obstacles beside thesteel rail, and then other structures beside the steel rail are prevented from being disassembled; and in the other direction, the arc-shaped grinding surface can be ground with the steel rail at different angles and different contact surfaces, so that the grinding quality and the grinding efficiency are improved. The invention further discloses a grinding wagon which comprises the profiling steelrail grinding device.
