The invention discloses a damping beam structure based on a rubber concrete damping layer. The damping beam structure comprises a concrete base beam, the concrete base beam, a rubber concrete damping beam and a concrete constraint beam are sequentially stacked and fixed from bottom to top to form a constraint damping beam, longitudinal bars extending in the length direction of the concrete base beam are arranged in the concrete base beam, longitudinal bars extending in the length direction of the concrete constraint beam are arranged in the concrete constraint beam, the upper portions of stirrups wrap the longitudinal bars in the concrete constraint beam, the middle portions of the stirrups penetrate through the rubber concrete damping beam, and the lower portions of the stirrups wrap the longitudinal bars in the concrete base beam. Mechanical energy is converted into heat energy through deformation of the rubber concrete damping beam to be dissipated, and therefore the damping effect is achieved. Energy can be effectively absorbed, possible earthquake damage of the beam structure is avoided, and therefore operation safety of constructional engineering is guaranteed.
