The preparation method comprises the following steps: uniformly stirring the cement, the fly ash, the sand and the fibers to obtain a mixture A; uniformly stirring the polymer emulsion, the water and the water reducing agent to obtain a mixture B; and uniformly stirring the mixture A and the mixture B to obtain a finished product of the composite modified cement-based repair mortar.
