The invention relates to the field of concrete, and particularly discloses high polymer environment-friendly recycled concrete and a preparation method thereof. The high polymer environment-friendly recycled concrete is prepared from, by weight, 200-320 parts of cement, 120-240 parts of fly ash, 650-950 parts of modified recycled coarse aggregate, 400-600 parts of fine aggregate, 5-15 parts of composite fibers, 5-12 parts of a water reducing agent and 120-220 parts of water, wherein the modified recycled coarse aggregate is prepared from a modification liquid and waste concrete; and the modification liquid is prepared from a polyvinyl alcohol solution, silica fume and a silane coupling agent, the polyvinyl alcohol solution accounts for 25 to 35 parts by weight, the silica fume accounts for 20 to 30 parts by weight, and the silane coupling agent accounts for 8 to 15 parts by weight. The high polymer environment-friendly recycled concrete disclosed by the invention has relatively low porosity and relatively high compressive strength.
