The elastic rock plate paving adhesive is prepared from the following raw materials: resin, aggregate, filler, functional filler, a water removal agent, a silane coupling agent, an accelerant and an additive, wherein the functional filler is hollow glass microspheres and/or hollow plastic microspheres. The paving adhesive does not need to be mixed when in use, can be used once a bag is opened, is used for paving rock plates, cement base surfaces, wood plates and the like, has good elasticity, can effectively absorb stress, and has light weight and heat insulation performance.
